Like here in the UK, when it comes to hunting, you are either pro, or anti, like we are ant 110 anti.
Germany has a massive PRO Hunt lobby. Antis are very much a minority.
Talking with German activist friends as is done regularly, they are fully aware of the massive pro hunt campaigners they are up against.
It is a very difficult thing to be a German Animal Welfare / Rights campaigner.

As a nation very large in both landmass, population, and their potential exports, you would thus think that it would lead the way, joining the EU in setting a lot of animal welfare legislation. WRONG – there is NO legislation.
