URGENT GLOBAL OUTCRY: END CRUEL LIFELONG TETHERING AND THE HORRIFIC, REPEATED DEATHS OF DOGS IN YOUR SISTER PROVINCE OF CHUNGCHEONGNAM DURING WILDFIRES

South Korea’s pursuit of the 2036 Summer Olympics is marred by a profoundly concerning issue: the ongoing, severe neglect of animals. Despite legal revisions, the cruel practice of lifelong dog tethering continues, leaving countless animals in misery. Tragically, this neglect leads to horrific and preventable deaths of burning alive during disasters like wildfires, where chained and caged dogs are abandoned to burn alive. The International Olympic Committee must consider this stark reality. Awarding the Games to a nation with such demonstrable animal welfare failures would contradict the values of compassion and respect the Olympics should represent.
We urge you to take immediate action. This campaign demands that the IOC recognize the ethical imperative to prioritize animal welfare in their decision for the 2036 Olympics. By adding your name to this petition, you directly amplify the global call for South Korea to end lifelong tethering, strengthen animal protection laws, and ensure the safety of animals during emergencies. Your signature sends a clear message: the world is watching, and we will not stand by while such cruelty persists. Join us to break these chains of suffering and prevent future tragedies. Our collective voice can influence the IOC and compel South Korea to enact meaningful change. Take a stand for these vulnerable animals now.
Send an online message to the IOC HERE.

Send emails to the South Korean Olympic Committee and to the members of the South Korean National Assembly.

It’s been a while since our last post on the issue. And sadly nothing much has changed. The most recent information we have seen shows more abuse yet, and the struggle continues unabated.
What use is it to show it here? Well, all of us, we included, need to remind ourselves every so often that while our attention is elsewhere – and naturally, as you see on the site, there are many animal issues to deal with – this goes on. And on. And we all need to see it, to remember … and to act.
We will post more information and updates soon …

For years, our shelter has been a safe haven for rescued dogs, giving them love, care, and a second chance. But now, Incheon has ordered us to leave, and time is running out. Click HERE to learn more.
ARK dogs have suffered so much. Many were trapped in tiny floating cages, starving and abused, waiting for a cruel fate – death. They never knew kindness—only fear and pain. We saved them, gave them warmth and care, and helped them start new lives. Now, they need a safe place to heal.
Our current facility is unsafe—overcrowded and falling apart. We found the perfect new location with more space and better conditions, but it comes at a high cost.
We need your help. Your donation will secure the new shelter, improve kennels, cover veterinary care, and transport our dogs safely. Every dollar counts.
By supporting us, you become a hero for these dogs. Whether donating or sharing our story, your help changes lives. These dogs deserve a future filled with love. Could you help us make this dream a reality? Please donate today and give them the home they’ve been waiting for.

Note from KoreanDogs.org:
To donate to Animal Rights Korea (ARK) Shelter, the best option is to contribute directly to them. However, we have set up a GoFundMe page for those who prefer an alternative where you can donate and share with your friends and family. Rest assured, 100% of the funds raised on GoFundMe will be donated to ARK Shelter.
(South Korea is not on the list of Countries supported on GoFundMe, so KoreanDogs.org is raising money for ARK instead.)

New Call for Action!
In the Cheonggyesan area of Seoul, a group of dogs, including a thin mother dog and her puppies, were suffering from severe neglect. While CARE has successfully rescued the puppies, the mother dog and other adult dogs remain tied outside in freezing conditions with minimal shelter. Despite some food being provided by their elderly owner, these dogs continue to endure harsh winter temperatures, and their well-being is at risk. The elderly man, in his 90s, has refused to surrender the dogs to CARE, leaving us no choice but to call for urgent government intervention.
CARE has made every effort to help, but due to legal barriers and limited resources, they are unable to rescue the adult dogs still remaining there. The situation calls for immediate action from local authorities to ensure these animals are protected from further harm. We urge the City of Seoul and Seocho District to conduct a welfare check, enforce animal protection laws, and provide proper shelter for the dogs or relocate them for their safety.
Please help by signing the petition and urging local officials to take action. These dogs deserve better. Take action today! Thank you!

Call for Action!

In a harrowing incident in Suwon, South Korea, on December 23rd, CARE received an urgent tip about over 50 dogs and cats that had been abandoned in a closed pet shop for more than six months. These animals had been left to starve for two weeks, with no intervention from local authorities despite numerous complaints from residents. Upon arriving at the scene, CARE found 32 cats and 10 dogs, severely malnourished and covered in feces, barely clinging to life. The heartbreaking sight of the animals, some of them so emaciated their bones protruded, underscored the urgent need for action. The shop owner, currently imprisoned for fraud, had abandoned the animals, and the local government failed to take immediate steps to rescue them.
After a tense standoff and following public pressure, all 42 animals were finally rescued by CARE. However, the journey doesn’t end there. Many of the animals are still receiving medical treatment, and the costs for their recovery are significant. Despite the rescue’s success, the failure of local authorities to act sooner serves as a stark reminder of the gaps in animal welfare enforcement.
This tragic event calls for immediate action to hold those responsible accountable. We demand that the City of Suwon launch a comprehensive investigation into the mishandling of this case, enforce stronger animal welfare regulations, and ensure such neglect never happens again. Join us in supporting these rescued animals by donating for their medical treatment and helping raise awareness. Your contribution can make a difference in giving these animals the chance they deserve at a healthy, safe life. Together, we can push for stricter oversight and work to prevent such cruelty from happening again in the future.
