England: Sealed ‘Box’ Type Animal Trailers – How the Industry Dodges Identifying What They Transport – And the EU Ok’s It !

From Mark – This is not going to be short – but I will aim to keep it that way if possible.

Now that we are covering a lot at present with regard live animal exports; I have decided to go public with some work which I did back in 2012 regarding live British sheep being exported by Dutchman ‘Onderwater’ on his ship, the ‘Joline’.

The main issue of this report which I produced was to show up (yet again) the complete inconsistencies of the EU and the non adherence to the regulations set in animal transportation protection order EU Regulation 1/2005.

The regulations say that (animal) transporters should be clearly ‘signed’ to alert people that live animals are being carried. Ok, you can see this is not necessary with a ‘normal’ tiered livestock transporter, but with the ‘box’ type transporters which are used in Europe, we enter a different region where the carrying of live animals in a vehicle is not clear at all. This for example, is how Onderwater (the Dutch livestock haulier) deceived the UK authorities by making it look like he was carrying boxed / chilled meat in a ’box’ type animal trailer, when actually it was carrying live animals (sheep).

We even gave the EU some suggestion as to how the type of signage which we suggested should be carried on all box type trailers; on the top, bottom, sides and rear. On Page 2 of my report is the example of a sign we gave, written in both English and German; for emergency services to read when applicable.

We put forward suggestions of box trailer labelling for several reasons:

 

  • If, for example, the truck was involved in an accident and was turned onto its side; then our wonderful emergency services would see the signage and know that live animals were being carried. Consequently, they could immediately access the live by the rear doors, cutting into the roof etc. My argument was that without clear signage, emergency services, like many people; may wrongly think that chilled foodstuffs were only being carried, and hence not worry about trailer access.
  • EU Regulation 1/2005 for the ‘protection of animals in transport’; makes it clear in the legislation that labelling is to be shown on vehicles which provides this info to emergency services. Very sadly, as you will read in my report; many animal carrying box trailers are going all over Europe carrying live animals; but without any labelling to make this clear.
  • We have no faith in the EU enforcing anything; so we, (animal welfare organisations) have to act independently to be a voice for the animals and get them the justice they deserve.

 

I put forward my report to the EU on this issue and how we exposed that ‘live animal’ labels were being covered up whilst the vehicle was on the road. My report gives and example and shows exactly how the labelling is covered up; yet can very easily be removed by the driver when he is going to the authorities at a port for inspections.

In their typical way, the EU authorities were fully of words about how things should be done; but when presented with information on how the rules are broken; as detailed in my report; the EU did its normal and turned the other way.  My report shows the EU fancy words which mean nothing.

Cut to now – August 2019; animal carrying but un identified ‘box’ trailers are still being hauled all over the EU. So still, in the event of any accident; emergency services are still completely unaware that live animals are being transported within the trailer. Another issue is access and ventilation. There is obvious lack of access to sick or injured animals in a ‘box’ type trailer so that they can be identified and removed. How can a driver see that animals are ‘ok’ when they are concealed behind the solid walls of a box type trailer ? – and even if he could, which he cannot, how would sick animals be removed from the trailer ?

Livestock carrying trailers have airflow, be it through the tiered vents or via fan systems which are integral to the trailer design. Sealed ‘box’ type trailers have neither. There is usually only a small (30cm) vertical opening at the rear of the trailer through which outside air passes. Is this sufficient for a trailer full of animals ? – I personally think not; but the EU authorities allow it, and seem to turn blind eyes to all the anti evidence provided.

So; here s my report on how very small labelling is covered on the road; and quickly removed by the driver once in port going for inspections. Has anything changed over they years ? – NO. Our labelling system was ignored by the EU, and emergency services attending and incident are still none the wiser if live animals are being carried and may require very quick attendance and help.

For me personally, this again shows how the EU preaches one thing in its Regulations, but does not actually give a damn in reality. It is wrong and unjust; and is exactly the reason why I fight to give animals a voice.

They do not deserve to be abused like this – I wont give up trying to help those who suffer in silence.

all I can say is that I hope this gives an insight into non animal looking trailers that are actually on the roads of Europe but in reality, carrying live animals.

So drivers of Europe, keep an eye out for these – they are not what they may first appear to be.  If you see one involved in an accident; inform emergency services that animals could be on board and need attention.  Do not blame emergency services; blame the EU authorities – who do NOTHING !

Like all other “useful” animals, camels are also transported: to markets, slaughterhouses or racing camels for sporting events.

The animals are exposed to terrible suffering during transport. Their protection plays almost no role.

Camels are  brutally exploited as ‘racing’ camels in sport and as ‘farm animals’ for the production of milk, meat and leather.
Just like all other useful animals, camels are also in terrible conditions transported.

In addition to short-distance transports, the animals are also transported between countries by truck or ship over long distances.
Some transports take several days and some of the camels have to travel long distances on foot. International animal welfare standards are ignored.
The camels are beaten on the transporters, pulled from their trucks by the lugs, ears or tails and thrown.

Due to the brutal methods the animals suffer from bruises, bruises and open, bleeding wounds, stress and panic.
Without consideration also sick, injured, emaciated and weak animals are transported.

The animals are transported during the greatest heat.

Since 2017, Animals’ Angels has been uncovering catastrophic conditions in many countries in the Middle East and advocating changes in the camel theme internationally.
Here is the last report from Egypt:

In June, an Egyptian television station reported on the daily animal cruelty on the camel market in Birqash (Egypt) and denounced it publicly.
Then the government intervenes for the first time: animal protection posters are hung on the market according to our model and arrested several people who have dealt with violent with the camels.

The arrests have had a deterrent effect, but we know that they alone are not a means to make long-term improvements.

Our vets, Omar and Eslam, monitor the situation on the ground. Today, for the first time, traders come to them and want to know how to load the camels without violence.

There are 37 ° C!
Omar and Eslam have to treat some camels who are completely exhausted.

Overall, the mood is tense, the workers are afraid to be photographed, but at least as long as Omar and Eslam look, they do not beat the camels and accept the advice of our team.

Now we have to stay on the ball: we have to be there as often as possible so that this first spark of improvement does not go out. We are also in contact with the Ministry for a joint animal welfare project on the market.

My comment: Around 6,000 BC, people in lesser populated Egypt started livestock farming.
Today they do the same thing, after 6000 years, and not just the Egyptians.
But Egypt is the country with one of the oldest civilization history, which it sells very well as a tourist attraction today.
And that is the tragic: to still sell the “pyramids” to the tourists as a wonder of the world, and not to realize that the greatest wonder for Egypt is their own society, which has still remained in horse and camel slavery, as in ancient times of the pharaohs.

Comment: I was so disappointed to fined that Onderwater was not charged with actual animal cruelty over the chilled box meats incidents. He should have been as he certainly put the life of those poor sheep at risk. Laura Sandys the local MP at the time and James Paice both thought the same, see below –

During a debate on 24 October 2011, Hansard, column 146, I made reference to a Mr Onderwater being prosecuted for cruelty following the earlier reference by Laura Sandys to business men who were involved with the operation of a livestock ferry at Ramsgate who had been convicted of animal cruelty. I regret the information I gave was not accurate and I wish to apologise to the House.

Mr Onderwater runs a Dutch registered company called Onderwater Agneaux BV. He pleaded guilty on behalf of his company at Folkestone magistrates’ court on 5 July 2010 to six offences of not displaying any sign on his vehicles indicating the presence of live animals contrary to article 6(c) of the Welfare of Animals (Transport) (England) Order 2006 and article 6(3) of Council Regulation (EC) No. 1/2005 on the protection of animals during transport. The prosecutor was the trading standards department of Kent county council.

Mr Onderwater had also mis-described the cargo of live animals in consignment notes as seafood, frozen meat and boxed meat: the Crown court found this was in order to deceive the ferry companies. Mr Onderwater had been informed on several occasions that he was contravening the legislation by not displaying such signs yet the company continued to commit the same offence in the two months following first detection.

On 1 September 2009, 320 sheep were transported described as meat.

On 30 September 2009, an unspecified number of sheep described as meat for further processing.

On 11 November 2009, 240 sheep described as meat.

On 14 November 2009, 307 sheep described as seafood— Mr Onderwater was driving this lorry.

Also on 14 November 2009, 286 sheep described as boxed meat.

On 19 November 2009, 270 sheep described as frozen meat.

He was fined £1,000 for each offence, with costs of £4,355.

Mr Onderwater represented his company at an appeal against this sentence at Canterbury Crown court on 10 August 2010. On appeal the total fine remained at £6,000 but costs were reduced by £680 to £3,675. His Honour Judge O’Sullivan fined the company £400 for the first offence, £800 for the second offence, £1,000 each for the third, fourth and fifth offences and £1,800 for the sixth offence.

His Honour Judge O’Sullivan said in his sentencing remarks that there was no offence which involved “mistreatment of animals” but that the company’s persistent offending despite being caught made it quite clear that the company had no intention of trying to abide by the regulations. The judge noted that there is a wider use for these signs to indicate the presence of live animals on vehicles and that it is important, for instance, in case of an accident that the cargo can be identified as being livestock so that the necessary measures for safeguarding the welfare of the animals can be put into operation.

Still busy at the demos in Ramsgate but have to say I think we are closer to an end to live exports for slaughter and further fattening than we have ever been. So hope so. Jane x

Compassion is entirely neutral politically: our agenda is simply to get the very best outcomes for farm animals, regardless of who is in power. But the arrival of a new Prime Minister is an excellent moment to take stock, especially at this time of extraordinary political turbulence. What is our message for Boris Johnson? What can we realistically ask him to do?

This is what we’re writing to him today.

 

Dear Mr Johnson,

Congratulations on your appointment as Prime Minister. We recognise that you are taking over the leadership at a time of exceptional challenge and difficulty and we hope that the outcome of your efforts leads to better lives for us all – people and animals alike.

We should like to highlight four key points which link with your efforts to bring the Brexit issue to a satisfactory conclusion.

First of all, we welcome your longstanding commitment to ending live exports. As you have recognised, the export of live animals for slaughter and fattening causes immense suffering for little economic benefit, with most of the journey and all of the subsequent handling and slaughter entirely outside the scope of British monitoring and control. Under EU rules, successive governments have
argued that it has not been possible to end the trade. After Brexit, this excuse should no longer apply. Please ensure that whatever agreement is reached with the EU, it does not prevent you from implementing the ban, and introduce it as one of the first benefits of post-Brexit life.

Second, in the subsequent trade negotiations, please stand firm for the best of the British farming industry in opposing an opening of the British market to low-quality, low-welfare imports. These would undercut British farmers and destroy much of the industry, as well as the hard-won reputation of Britain as a market where quality and welfare are valued by consumers. Britain’s farmers cannot win a race to the bottom, but they can win a race to be the best in the world.

Third, please develop the “public money for public goods” agenda introduced by Michael Gove in Defra, and ensure that a significant proportion of the new initiatives funded under this approach benefit British farmers moving up the welfare scale – for example, replacing the archaic systems of hen cages and farrowing crates with modern free-range facilities.

Fourth, please deliver the promised “gold standardlabelling of meat and dairy goods, so that consumers can make informed choices in what they buy and contribute to rewarding high-welfare farmers.

More broadly, please support a fundamental review of Britain’s food and farming system, as recommended by the RSA and EAT-Lancet reports. We have had years of reports urging a more sustainable approach to British agriculture. We hope that your Government will take action to turn the recommendations into Britain’s long-term reality.

We wish you every success in including these objectives as part of your agenda for the challenging days ahead.

The mass grave “Al Shuwaikh” had only negative feelings and thoughts generated lately.
But let’s not forget that there were also a few, who actively tried to prevent it, and one of them was the Dutch MEP Anja Hazenkamp.

Hazekamp visited the Port of Midia, where she observed horrendous animal abuse during loading.

“Sheep were kicked, beaten and attacked with electric poles, but Romanian authorities refused to intervene. Europe can no longer look the other way. Animal welfare rules are being violated systematically. The Commission must act now.

Before the world’s largest ship transport by ship took off, MEP Anja Hazekamp from the Dutch party “For the Animals” traveled to Midia to protest the departure.

On 10 July, but only from his office, EU Health Commissioner Vytenis Andriukaitis had written to the Romanian Minister of Agriculture, Petre Daea, to ban such and especially this unnecessary long-distance transport. Alone these temperatures did not allow the transport, it says in the letter.
The Romanian Minister of Agriculture, Daea, rejected the request as unfounded and sent 70,000 others to the death.
Andiukaitis now announces that there are no grounds for infringement proceedings against Romania.

On the day the Al Shuwaikh took off, Andriukaitis discussed long-distance animal transports at high temperatures with European agriculture ministers.

Hazekamp presented the subject to Agriculture Commissioner Phil Hogan, who then promised to discuss this with Andriukaitis, stating that he was unaware of this transport.

Discussions have not saved a single animal until today.

In the end, no one knew anything, no one could do anything, after all, SHE was the only one who drove to Midia, and showed solidarity with the 70,000 animals!

Anja Hazekamp has done what she is paid for, namely protecting animals and actively trying to stop the transport!

For this crime, are responsible the hypocritical EU Commissioners, whose work ethic on paper ends.

So we ask ourselves: why can not such EU Commissioners be replaced?
We don`t know how they could get such a responsible post, they got it without our voice, what we know is that they don`t care for the welfare of the animals, but they benefit from the suffering of the animals.

We did not forget the mass grave “Al Shuwaikh”!
And we will do our utmost to ensure that those responsible for this mass grave receive a just punishment.

Romanian Sheep Exports on ‘Al Shuwaikh’ – We Have All the Data and Are Now Waiting for the EU to Return From Summer Holidays – Then We Start.

We have now logged the entire journey of the ‘Al Shuwaikh’ with its ‘cargo’ of 70,000 live Romanian sheep all the way from Midia on 15/7/19 through to the final arrival in Qatar on 3/8/19. This includes the stops at Jeddah and Jebel Ali in Dubai to offload animals.

All this data is now stored in our archive ready for when the EU MEP’s, Commissioners etc return from their Summer breaks; when we will launch an all out campaign, along with other international groups we have contacted; over the barbarity of this consignment.

We will be urging the EU to prosecute the Romanian authorities in the harshest way; just as one example, because of the temperatures in which the sheep were transported. Virtually throughout the entire journey the sheep were travelling in excess of the maximum temperatures allowed by EU Regulation 1/2005; which being an EU member state; Romania should be complying with.

Now we have all the data it is simply a waiting game for the EU to return to Brussels; then we will start.

Surely we all have already noticed by the media that these days again and again animal transporters are stopped by the police and depict dramatic scenes.

Last Friday, for example, the motorway police in the Nuremberg area (Germany) stopped an overheated animal transport with about 800 piglets. The officers had been alerted by a committed animal rights activist from the Nuremberg area.

He observed while driving on the A3 that many of the animals gasped and were in poor general condition.

Locally, the officials found that the temperature in the transporter was about 41 degrees Celsius. The outside temperature during the day was 38 degrees Celsius!

The stench was appalling, as the eyewitness sketched. The parking lot in an industrial area ( where the driver had parked) was flooded with excrement and dirt –
these were the legacies of a transport that was already hundreds of miles across Europe.

The networked animal rights activist observed and told us that the drinking system was only turned on, when the driver of the transporter was asked to do so. Already after a short time this was already empty. It did not really work.

“There’s a bit of criminal energy behind it” the police spokesman said. “At such temperatures, it’s like a death sentence.”

The truck was on its way from the Netherlands to Croatia – a distance of over 1000 kilometers. Only in Austria a new stop was planned.

Until at least the animals would have remained without water.

Due to the prevailing high temperature and acute water shortage many of the animals were found in a very dehydrated state, at least two piglets were already dead.
The police called then the responsible fire department and the veterinary office, which arrived a short time later and provided the animals with water first. The animals were then transported to the slaughterhouse in Erlangen (Bavaria) to be unloaded and cared for overnight.

Although in the meantime a few more animal rights activists turned on and already gave life courts places for some animals, unfortunately none of the piglets could be rescued.

After the animals were supplied with water and food in the premises of the slaughterhouse, the responsible VET doctor unfortunately released the truck and was allowed to resume its journey to Croatia.

Some of the piglets were previously found in such poor condition that they were killed on the spot.

We immediately filed a complaint against the drivers and the freight forwarding company and very much hope that it will be punished accordingly.

Safety measures in the five-digit range were imposed on the two drivers of the animal transporter.

But what happened in Nuremberg is  not an isolated case.
As long as  Minister of Agriculture Julia Klöckner (the friend-girl of the slaughterhouses) not finally and consistently intervenes international and national animal transports in the summer months, in principle, it will come to such disasters at the expense of animals.

Therefore, we ask everyone to be vigilant. If you are traveling in the next few days and weeks ( and we all have to fight again with temperatures of over 30 degrees Celsius)  please also be active. Watch the animal transporters exactly.

My comment: (From the official information center for agriculture, Germany):

“Objective consideration of long-distance transport from Germany shows that German companies are complying with existing regulations.” (see above the case Nuremberg)

The protection of the animals is the focus of transport. After inspections in several EU Member States, the EU Commission emphasized that the additional transnational procedures for official animal welfare controls in Germany are excellent (see also above).

In this country, each long-distance transport in non-EU countries is monitored and checked by veterinary officials (as the vans waitfor  days at the Bulgarian-Turkish border crossing Kapıkule , at 40 degrees Celsius heat.)

We know very well that from the European ports European law is systematically broken, from here on every possibility of control ends.

In February 2017, two years ago, the public was shocked by the fall of a ship that sailed from a Croatian port to Alexandria in Egypt for six days. Three pregnant cows died already in the first four days. In the end, the number of dead animals increased to nine.

But according to EU law it is forbidden to transport pregnant animals!

In addition, the export of live slaughter and breeding animals is booming. Germany alone exported animals worth € 1.34 billion in 2017, almost eight percent more than in the previous year.

France, the Netherlands, Hungary and Germany are high on the list of EU suppliers. According to the Statistical Office of the EU, Turkey, Lebanon and Egypt are among the major importers.

One wonders, for how stupid keeps us the EU – Kommission and its business partners, the animal transport mafia!

In his letter the Commissioner continues to give examples of what sections of EU Regulation 1/2005 on the protection of animals during transport, would be breached by the approval of such a consignment.

In full EU Member State compliance with the demands of the senior Commission, Romania basically gave 2 fingers to the Commissioner and proceeded with the shipment anyway; as we have been reporting now for over 2 weeks.

Romania has ignored all the rules and regulations of the EU when it comes to transporting live animals; and yet we (as EU citizens) are supposed to vote for MEP’s and expect that the EU Parliament actually carries some ‘clout’ in Brussels with the Commissions.

This who saga of animal abuse to the extreme just shows that everything relating to the EU and animal welfare amounts to … NOTHING.

Here below is a copy of the ‘nothing’ letter from the Commissioner to the Romanian Ministry, a Commissioner who has since packed up and moved on to greener fields.  If only the same could be said for the Romanian sheep he has failed.

The ‘AL SHUWAIKH’ arrived at Shuwaikh port (Kuwait) at 1018hrs on 1/8.

It departed at 2216hrs.

 

Current destination of AL SHUWAIKH is HAMAD#NG (Qatar) and the estimated time of arrival (ETA) is Aug 3, 03:00

Hamad Port is Qatar’s main seaport, located south of Doha in the Umm Al-Houl area

Temperature in Qatar = 40 degrees – way above max EU animal transportation regulations.

Port calls on this shipment of 70,000 Romanian sheep have included:

Shuwaikh (Kuwait)

Jebel Ali (UAE)

Jeddah (Saudi Arabia)

Midia (Romania) – commencement of shipment.
